Minutes of a meeting of Standlake Parish Council, held in the Standlake Youth Club, on 12th April 2011 at 7.00pm.

There were no members of the public present.

3.          MINUTES

Minutes of the meeting held on 8th March 2011, copies of which had been previously circulated to all members, were agreed as a true record and signed by the chairman.

4.          MATTERS ARISING

Flooding & Emergency Planning –the work at the junction of the High Street and Abingdon road has now been completed.

Gravel – Mr. Mathew reported that he is no further forward in regards to the decision of OCC to concentrate gravel extraction in the Lower Windrush area. Mr. Good spoke in support of Mr. Mathew at the ‘calling in’ meeting and thought there maybe some concessions made in respect of routeing agreements etc..

A415, Newbridge – Mr. Good reported that work was being carried out at Newbridge to install wooden piles in the river bed; the object being to prevent large boats from colliding with and damaging the bridge. He also reported that trading Standards and the police had been in evidence with the police imposing on the spot fines to foreign lorries in particular..

Traffic/Speeding – Nothing further to report at this meeting.

Highway Maintenance – Some work has been done on The Downs but many potholes remain..

Footpaths – Nothing further to report at this meeting..

Playground/Recreation Ground & Maintenance – The bark has been laid and the repairs carried out. The No Dogs notices will be progressed by Mr. Naylor.

Neighbourhood Policing – Nothing further to report at this meeting. It was decided to remove this item from the permanent Matters Arising.

5.          CORRESPONDENCE - See attached correspondence record.

An e mail has been received from Sir James Craig requesting a contribution of £250 towards the production of a record of photographs and paintings to be exhibited at St. Giles church in memory of Mr. Glyn Elms. This appears to be a retrospective request as some members have already received the flyers advertising the exhibition which is in the middle of May. The clerk made it clear that there was no excess in the budget this year and any grant the council saw fit to make would have to come either from the yearly miscellaneous grants budget (£150) or from reserves. After some discussion, Mr. Reddy proposed that a grant of £50 be offered from the grants budget; this was seconded by Mrs. Smith and carried unanimously.

The clerk said that advice from the auditors was that the asset register should reflect the original cost of fixed assets. In the past, SPC has usually shown the current insured value of these which comprise almost exclusively the recreation ground and playground equipment with some items of street furniture. With Mrs. Perry’s help the clerk is able to rationalise the items of equipment and will revalue them either at invoiced cost or an estimate where the exact value is not known.

This does not affect the current insured value, which reflects the indexing of value over some years, but the clerk will investigate with the insurers as to the best way forward with regard to large immovable items, such as the climbing boulder, which would benefit from protection against vandalism.

8.          MEMBER’S REPORT

The clerk has booked the Village Hall for Tuesday, 21st June at 7.00 pm for the Annual Parish Meeting

Mrs. Smith noted that the Mulberry Bush School are installing electric gates to their car and this will have an inact on parking by bird watchers using Shifford Lane

The clerk reminded the meeting that the May meeting will be the Annual General Meeting of the council..
