Minutes of a Meeting of Standlake Parish Council, held in the Village Hall, Standlake, on 14th August 2007 at 7.00 pm

2.              PUBLIC ITEMS

The members of the public were in attendance to discuss the recent flooding of Rack End. Mr. Tolputt asked the clerk to give a brief résumé of the position post flooding. The clerk said that Mrs. Smith had been in touch with the Environment Agency (EA) who had nominated a person to visit and discuss the Rack End flooding with the Parish Council and residents. After a short discussion, it was decided that, rather than hold an open meeting, the best way forward would be for Mr. List to act as a focal point for the residents and invite the EA representative to a meeting at Rack End to examine the options.

The clerk noted that post the 2001 floods the work carried out was a good start but did not go far enough; the ‘bund’ and the lowering of the far bank should have been continued as far as Gaunt Mill. Mr. List agreed that this was the position of the residents only. Mr. List will make arrangements for a meeting with the EA and copy the information to the clerk and Mrs. Smith who will also attend.

The flooding at the entrance of Woodlands, an ongoing problem, and the flooding in High Street will be the subject of a meeting on site between the clerk, Mr. Reddy and an engineer from OCC Highways on 12th August.

Mr. Tolputt produced a letter from Mrs. Bayliss regarding the sewage back up and flooding at the lower end of the High Street and Abingdon Road. Once again, it would seem that the failure of the pumping station and/or the capacity of the rising main between the pump and the treatment plant The clerk will write to Thames Water expressing concern that, despite the work carried out on the Abingdon Road in 2004/5 this problem still affected many residents.

Mr. Tolputt opened the meeting at 8.20pm.

3.              MINUTES

Minutes of the meeting held on 10th July 2007, copies of which had been previously circulated to all members, were agreed as a true record and signed by the chairman.

4.              MATTERS ARISING

X15 Bus Service – A resident has complained that the bus does not stop at the Green. While this is not a recognised stop, Mrs. Smith will speak to the resident and see if there is justification for trying to modify the service.

A415, Newbridge – The clerk has sent letters in response to the presentation of traffic mitigation measures by OCC. No acknowledgement or reply has yet been received.

Traffic/Speeding – AS Mr. Rippin is on holiday, there is nothing further to report at this meeting.

Highway Maintenance – Nothing further has been done about replacing the village entrance sign at the recreation ground and Mr. Tolputt will contact OCC again. It was noted that the 7.5 tonne limit sign at the A415/Downs junction was badly faded and that a number of 30 mph repeater signs were becoming obscured by overgrowth; the clerk will report this to OCC.

Footpaths – Mr. Tolputt has received a letter from WODC Planning Enforcement stating that in their opinion Mr. Pardahan is in breach of planning permission by extending a driveway and frontage which would interfere with the line of the proposed path extension to the Village Hall. Mr. Tolputt w2ill contact both WODC and OCC (Mr. Wilson) regarding the path extension.

Affordable Housing – Nothing further to report, with the exception that Mr. Alcock is relinquishing the post of Rural Housing Enabler. In the light of the lack of progress and the unlikelihood of finding suitable land, this item will be dropped from the minutes until further information is available.

Playground/Recreation Ground & Maintenance – The multi-play games surface was contaminated with mud during the recent floods and has been cleaned as agreed between Mr. Tolputt, Mrs. Perry and the clerk; the cost is approximately £110 and will be funded by the general reserve.

Graveyard Extension – A new package has been received which is still not satisfactory in the restrictions it contains and Mr. Tolputt has e mailed the Archdeacon stressing that time is running out for the extension of thy graveyard before it fills up. This has crossed with a telephone call from the diocesan solicitors offering a meeting to finalise settlement. It was agreed that this was the way forward and Mr. Tolputt will await a reply from the Archdeacon before proceeding.

Neighbourhood Policing – The following has been received from PC Conner:

There have been three criminal damage incidents to a business in Downs Road and a vehicle was stolen from the Standlake Business Park. The two PCSOs will be in place by early September.
