Minutes of a Meeting of Standlake Parish Council, held in the Standlake Youth Club, on 17th February 2009 at 7.00pm.

1.          APOLOGIES were received from Mrs. Bayliss, Mrs. Fenton and Mr. Bevan

3.          MINUTES

Mr. Tolputt gave the clerk’s apologies and Mr. Naylor volunteered to take notes for the minutes. Minutes of the meeting held on 13th January 2009, copies of which had been previously circulated to all members, were agreed as a true record and signed by the chairman.

4.          MATTERS ARISING

Graveyard Extension – The contractors will level the graveyard in the Spring. The present drainage is onto Hornsway and it may be that new drainage will be required. The quotation from Stuart Ranson for hedging and seeding was accepted; the final cost will depend on the type of grass seed chosen but will be approximately £1000. Mr. Tolputt will inform Mr. Ranson.

The clerk will write to the diocesan board regarding the handover of the graveyard for consecration.

Flooding & Emergency Planning– Advice is still awaited from WODC. Mrs. Smith will ask Mrs. Fenton to pass on any existing templates she has.

A415, Newbridge – Mrs. Smith has received an illustrated report on the proposed new crossing. Mr. Naylor will check with the clerk to confirm that this is the one already seen.

Traffic/Speeding – Nothing further to report at this meeting.

Highway Maintenance – It was noted that a lot of potholes have appeared following the recent snow.

Footpaths – Nothing further to report at this meeting.

Playground/Recreation Ground & Maintenance – The revised graffiti removal quote was approved and Mrs. Perry will have the work started.

The recent RoSPA report condemned the present BMX cycle track arrangement on safety grounds; Mr. Tolputt initiated steps to remove the jumps and inform the cyclists that the track was closed until further notice. Mrs. Perry will liaise with the OFPA and the cyclists to look at where an acceptable track might be placed. A formal BMX cycling course is being run at the school and the cyclists are starting a formal club affiliated to the Witney Club.

The Goose – The goose has been moved and Mr. Lowe will fill the hole when the ground is softer..

Neighbourhood Policing –  Mrs. Perry will speak to the head teacher about holding the next PCSO surgery at the school.

Bus Shelter at Woodlands – Mr. Tolputt has spoken to OCC and Mr. Wilson will arrange an inspection of the site and advise on possible solutions.

The council will object to the retrospective planning application for a gypsy site on Tar Lane in Stanton Harcourt. The application is contrary to the Local Plan for a Class A village, does not constitute rounding off or infilling, the land is an old infill site and that this kind of application should have followed the normal planning process.
